Well, it is a security leak that everyone can edit it. Comments from non-registered users must wait for approval, even though undesirable Comments would be immediately spotted and presumably swiftly removed. Tag description are much more hidden.
If any registered member can change a tag description, it should be remembered who made the change. But since tags already have an owner, I don't really see why anyone other than that owner should be allowed to edit the description.
Perhaps there also should be some warning amongst the Comments when a new tag is introduced. Just like it appears in the Comments list when an article in the database gets updated. This to prevent people get away too easily with adding tags just for the purpose of spamming.
