What do you mean by 'more moves'? More moves per turn (i.e. more Chieftains) or larger choice (better mobility)? I can see that 2 Chieftains against 1 can win, but essentially only by forcing the trade of one Chieftain. Or by stalemating, which is a technique that would not apply in earlier phases of the game. But forcing the trade of a Chieftain is not helpful to get ahead in the number of Chieftains, when you are still equal.
